Description

Troianovskii explains that the essence of Soviet policy is peace and addresses issues that could make peace a reality. Many suggestions for disarmament and cessation are made. He reminds the United States that the prospects for world peace depend largely on the relationship between the U.S. and USSR. Referring to the current SALT talks, he argues that maintaining peace is not an end in itself, and that the mutual goal of the U.S. and the USSR should be a reduction of both the arms race and threat of nuclear war. He concludes by suggesting that the two superpowers trade more freely, as such commerce would be mutually beneficial.
