Description

Goldberg talks about the Conference on Security and Cooperation in Europe (CSCE), which President Carter assigned to him in September 1977. He talks about Final Act implementation and the Belgrade review of its progress; their significance resides in combining the various elements of detente into a coherent whole. The Belgrade meeting in fall 1977 dealt with human rights, putting them into the framework of multilateral East-West diplomacy. The United States had its performance questioned at the meeting. The U.S. record is not perfect, and it should be especially attentive to human rights in the future.
