Giffen presents several different views on the politics involved in international trade with a communist country. He believes that trade with the Soviet Union can be used as a tool to effectively influence attitudes on a permanent basis, make contacts, and build understanding. Because of this, he claims it is in the best interest of the United States to adopt an offensive trade policy rather than our current defensive policy.
