Monagan discusses the issue of pollution in popular society. Environmental forces inflame social and economic problems, so the environment should be a frontrunner among the issues addressed by the legislature in 1970. The San Francisco Bay Fill and the Porter-Cologne Water Quality Control Acts are examples of how society has addressed the issue of environmental pollution. He praises the California Bill of Rights, which outlines the rights of its residents to breathe "clean air, drink clear water, relax on clean beaches and enjoy unspoiled wilderness". He goes on to advocate the use of this bill as the touchstone for all future economic development. He also lobbies for a reduction in the use of automobiles to protect society from the pollution cars cause.
