Description

Harriman suggests advancing United States-Soviet relations by concentrating on areas where agreement and cooperation can be achieved. While the political differences between the U.S. and the Soviet Union are sizable, we should not call on the military for political difficulties. Harriman cites three areas of possible agreement with the Soviets: (1) restraint of nuclear arms; (2) encouragement of a settlement in the Arab-Israel conflict; and (3) cooperation in ending the Vietnam War. Harriman goes on to discuss the administration‘s mistake in deciding to deploy ABMs. He also illustrates the ways in which the Soviet Union may aid the U.S. in world affairs.
