Description

Reinecke discusses the goals of California's newly established Human Resources Development Department within the context of joblessness of minorities. The Human Resource Development Department will consolidate all of the training programs in the state of California. It will create change by providing a comprehensive approach to job training and job placement. He links unemployment to the frustration that fuels riots, such as the 1965 Watts riot. Reinecke insists, "When the resident of the ghetto gets and holds a decent job on his own merits, many other problems disappear."
