The speaker proposes new peace initiatives, including the continued

encouragement of regional cooperation, avoidance where possible of

unilateral involvement, and selective U.S. involvement. He pledges to do

everything in his power to use international peacekeeping forces rather

than American soldiers in troubled areas. This is a long-term strategy

requiring work over many years.
