Description

Kagel argues that a civil war is raging throughout the United States due to grievances suffered by minorities over employment, housing, education, and welfare. He suggests that the most effective way to deal with problems of racial discrimination and thus resolve these grievances is to establish labor-management committees operating at the industry, plant and office level. He frequently mentions the National Advisory Commission on Civil Disorders, also known as the Kerner Commission.
