Latin America represents a challenge for democracy. Economic and social progress together are essential to a successful future for this region. Many new programs have taken effect: a common market; education programs; road, harbor and telecommunications projects; and agricultural programs. Through the Alliance for Progress, the United States has the opportunity to win the battle for the hearts and minds of people in this region.
