Speaking as the director of a non-profit, state-endorsed program, McClellan speaks about creating jobs in Watts. After the 1965 Watts riots, when McClellan chaired that organization, the Los Angeles Chamber of Commerce found three reasons for the riots: not enough jobs, lack of education for minority groups, and resentment of police authority. He outlines how, with patience and persistence, various community groups and businesses organized job and training programs to create more job opportunities.
