Description
The Soviet Union and China both have submarine forces that could cause damage to the United States. Because the Soviet Union is going through an industrial revolution, and world stability is important to its industrial growth, the chances of a direct conflict are decreased. China is seen as a much greater concern. The U.S. needs to maintain a buffer zone with the free nations of Japan and others in southeast Asia to assist in bottling up China‘s submarine threat.
