Miami in a stolen helicopter and said they had come to America because economic

conditions in Cuba had become intolerable. On the tape we just saw, we heard a Haitian

man give much the same reason for coming to this country. The Cubans were heralded

as defectors, the Haitians were intercepted and taken to Guantanamo. Do conservatives

think this policy is moral?" A serious discussion, but one that cannot solve the dilemma

that Mr. Buckley describes: "People who make heroic efforts to gain freedom--the boat

people in Vietnam come especially to mind--show the intensity with which freedom is

something people want, and they ought to be applauded and encouraged. But it's also

true that you run into situations ... in which the nature of the existing organism is

threatened by an unregulated inflow.... So the question is, How do you decide?"
